The centre of a new city

The City Precinct (First Land Release) forms the centre of the new city. This 5.7 hectare mixed use precinct sits beside the Bradfield City Metro Station, Central Park, and the First Building, placing it at the heart of Bradfield City’s emerging civic, residential, and innovation core.

As the first major development opportunity in the city, the precinct will deliver around 170,000 square metres of mixed use development, including up to 1,400 new homes with a minimum of 10 percent affordable housing. It will also include commercial space for advanced industries, a university campus, childcare, health services, retail, hospitality, and a landmark food and beverage destination overlooking the 2 ha Central Park.

Delivered through a long term partnership with Plenary, the City Precinct activates Bradfield City’s early streets, public spaces, and economic engine, setting the tone for how the city will grow.

This will transform the first 5.7-hectare area, so that we can have homes, connected to jobs, connected to the new airport.

Now we get the exciting part which is making it happen. So, we've got the food and beverage facility which provides the amenity. So, Plenary will move on to provide a partner to deliver that.

We've got a process around attracting a high-quality university to Bradfield. And then, of course, the creation of the affordable housing product. So those three pieces which form Stage 1 of this First Land Release, the critical part, critical early part, of the city formation will all come together over the next few years.

It's a major milestone for the Government, and it's something that I know Western Sydney should be very excited about.

What happens next?

In 2026, Plenary Group will kick-start the first stages of development by: 

  • Beginning market processes for a university partner and/or commercial anchor institution.
  • Lodging a State Significant Development Application for the destinational food and beverage facility.
  • Lodging a State Significant Development Application for a Concept Plan for housing, commercial and hotel in the northern part of the site.
  • Applying to the Commonwealth’s Housing Affordability Future Fund to help support housing delivery by mid-2029, within the Housing Accord period.

The City Precinct will be in the heart of Bradfield City, a short walk from the future Bradfield Metro Station and Central Park. See map below.

The City Precinct will cover approximately 5.7 hectares, with up to 170,000 square metres of gross floor area.

The City Precinct will feature mixed-use development, including residential, commercial, education and retail spaces.

The appointment of Plenary Group followed a robust competitive market process, which included an Expression of Interest (EOI) and a Request for Proposal (RFP) stage.

The City Precinct will include at least 1,400 homes, with 10% allocated as affordable housing.

In future stages, Plenary Group will manage the process of selling the apartments in the City Precinct, through a real estate agent. 

Plenary Group will lead the development and construction of projects in the City Precinct on land owned by the Bradfield Development Authority (BDA). 

Construction of the City Precinct is expected to begin in 2027, following Plenary Group’s work on design, planning approval and procuring a building contractor. 

The first stage of development will focus on delivering a destinational food and beverage venue, childcare, convenience retail and university/commercial spaces alongside the AMRF. 

Transport options will be available from day 1.

  • Sydney Metro – Western Sydney Airport: Services will run every 4 minutes during peak periods and every 10 minutes during off-peak times.
  • Western Sydney Rapid Bus Program: Connecting Bradfield City to key areas such as Campbelltown-Macarthur, Liverpool, Penrith and Western Sydney International Airport.
  • Bus interchange: Transport for NSW will build a bus interchange with 16 stops on the main collector road next to Metro – Bradfield Station. It will support both rapid and local bus networks.
  • Active transport: Pedestrian and cycling networks are included in the Master Plan to support active transport options.

The City Precinct will be a catalyst for positive change, delivering homes, quality jobs, essential services, and vibrant community spaces, all designed to support the growth, wellbeing, and resilience of Western Sydney.
