Enabling works

Stage 2 enabling works for Bradfield City are delivering roads, utilities, and amenities that lay the foundation for future growth and development.

Bradfield City’s enabling works are laying the critical infrastructure and groundworks for Australia's first new city in 100 years. The staged approach to the enabling works is outlined below.

Stage 2A enabling works

The first stage of civil and enabling works at Bradfield City is Stage 2A. These works cover 38 hectares of land within Bradfield City Centre.

The project includes new master planned roads, streetscapes, civil works, and public utilities. Construction of Stage 2A was completed in early 2026.

Quick facts

  • Moving and levelling over 150,000 cubic metres of material
  • Building 4 kilometres of road lanes using recycled asphalt with waste products like plastic bags, glass, tyres, and road 
  • weepings diverted from landfill
  • Creating 8 kilometres of active transport paths for cyclists and pedestrians
  • Providing on-street parking for 178 cars
  • Installing 4 kiss-and-ride points, 3 taxi bays, and 2 bus bays near Bradfield Metro Station
  • Planting 600 trees as part of the streetscape
  • Using green concrete for all in-situ concrete work
  • Installing in-ground services, including potable, recycled, and wastewater systems, and electrical and fibre networks for future developments
  • Allowing for a 132kv electrical transmission supply.

Stage 2B enabling works 

The design and planning of the Stage 2B enabling works is currently underway.

Stage 2C enabling works

Stage 2C of the enabling works involves an additional 4 hectares of land between Bradfield City Centre and Badgerys Creek Road and the construction of 1 new connecting road. This includes a new road, streetscaping and the installation of in-ground utilities that will add a key new access point for visitors into Bradfield City.

Construction of Stage 2C will commence in 2026.

Regional Stormwater Infrastructure

The Regional Stormwater Infrastructure (RSI) will deliver a series of ponds, basins and wetlands to manage runoff and provide a comprehensive stormwater strategy for Bradfield City. This includes meeting both quantity and quality requirements for Wianamatta–South Creek, aligned with Sydney Water’s Integrated Water Cycle Management approach for the Aerotropolis.

Construction of these works commenced in late 2025.
